ACC issue ... posessed...

Purchased a 99 9-5 w/ a 132k miles on it two weeks ago. 2.3L with a 5 spd. Located in the Detroit area, so heat is important this time of year. ACC seems to work well for the first 15 minutes; brings cab up to temp, then kicks down to keep temp consistent.However, after about the 15 minute mark, it shifts the air from the floor to the consol vents, then after a few more minutes it kicks the fan up to high, and feels like the heater is running wide open... does not respond to changes to either the pass or drivers side. About all I can do is shift it to the floor, and manually bring the fan down to the lowest level; the heat however, is still coming out extremely hot.
I've checked the ACC diagnostics and am getting an "8", based on prev posts this means - "Stepping motor, air-mixing flap, RH - Loose flap."
Would this also cause the problem I am experiencing? Would appreciate some help with the diagnostics.
