APC question...

I know 9-5 boost gauge does not truely represent the boost pressure, but regardless, I understand that APC works to produce the same engine performance regardless atm temp./ pressure, etc. With this, I would expect relatively lower boost at colder temp. (i.e. more dense air) to produce the same power, due to system compensation.
However, I see the boost gauge goes 1/4 into red at cold temp. (i.e. 15F) on hard acceleration, while in warmer weather (30's and up) it barely kisses the red, as if the T7 system is not that much compensating atm conditions, and indeed, the car feels a bit peppier too.
Why I am not seeing higher boost on the gauge at warmer temp.? Am I missing something as far as how T7 works?
