Assuming the 99 car is a 2.3L not a V6.
The only hardware upgrade worth swapping over would be the turbo only if the 2000 car is ao aero. ( not that it in itself will give you any more power just that it will give you more tuning potential along with a more reliable turbo.
Wait a sec - I forget the 99 has a two piece inlet manifold. If you swap in the better 2000 one piece inlet manifold you will have a choice of better injectors is you are going after serious power 315+ hp where the stock injectors can't handle.
