I have a 99 4cyl wagon. I also have the long belt. When my water pump failed, there was a continual sort of clicking noise coming from the area of the water pump/power steering pump that fluctuated with engine RPMs. I had no other symptoms (like those you are experiencing). I tried a mechanic's stethoscope to try to locate the origin of the noise without any success.

Finally, I pulled the belt and checked all the pulleys. The power steering pump pulley had around a half inch of play in and out of the pump body along its axis. I replaced the pump and the noise went away. On the new pump, there was absolutely no play in the pulley.

That was my experience.

I,m sure you've checked your PS fluid. You might search the board for steering rack symptoms. Doesn't make sense to me that gear changing and steering would be related but maybe someone else has an idea.
