If you can't even rock it, the snow under the car is probably compressed enough that it's molded the underside...
I think you'll have to dig - at least some
Another thing you might try - put a couple/few planks (staggered like a mild ramp) so that as someone/people push and the car moves forward, it lifts a little to clear the compacted snow under there.
