The problem is in something else. Batteries should just give you an occasional SID message and not to trigger the siren. I just had this problem on my 2000 - batteries were replaced about 2 years ago and still had 3.06V on each. I fixed the problem by replacing the whole siren with a used unit from a 1999 - so far so good.
The funny thing that once the alarm goes off there is no way of stopping it - not even by pulling the fuse or disconnecting the main battery. You just have wait for about 5-10 minutes for it to stop by itself. The car is drivable in the meantime.
