You can't really mix them up since they are completely different.
The tensioner pulley have the whole tensioner apparatus in the center while the idler pulley is just an eccentric center with a hole in.
Also, depending on what year it came from, the lower idler pulley might look identical to the other idler or if around 2002 and newer might not have the eccentric center but just a mounting hole through.
The broken one on the picture is the tensioner pulley.
