I love the locking buckles. They are so much easier to use than the clips.
I think all cars are required to have the locking retractors, which allow you to pull the belt out slowly without locking. Then if there is an accident, they lock with some kind of centrifugal lock (Not sure what this looks like).
But this is not adequate for a child seat. You cannot rely on a locking retractor to keep the child seat secure.
The best way to do is to put the seat in, switch the buckle to the child seat position, put your weight on your knee on the child seat to compress the foam in the car seat, and pull the belt tight. Then hook up the tether and pull it tight. I do it this way and my kid's car seats can barely move.
