But I can't remember which way you tap it. Mine stuck the same way and my first take was uh oh.

I just TAPPED the actuator rod with the side of a hammer lightly and it was free. I tapped conservatively on each side because I didn't want to break anything else. Once free, if you don't hook it up it somehow will lodge itself right back where it is. Frankly I just put the arm back on the rod and it stayed put w/no clip for a bit. (Not recommended, but what I could do at the time)

There is only a spring clip that holds it on the rod. It can be a PIA to clip on, although it is a very straighforward concept. the parts guy at the dealer tried to sell me 2 because he said that it invariably takes 2 before the mechanics get them clipped on. LOL, I only took one. Parts Guy was right. Back the next day for another since I put it down somewhere and couldn't find it. On the third time that I didn't quite get the second one on, it sprang to parts unknown.

I went to Home Depot and bought an assortment of clips (the assortment cost less than one OEM saab priced clip). I finally took one that was a bit oversized and crimped it on the rod at the groove it is supposed to clip into. Haven't had a problem since in several years. If I were to happen again, I'd go w/the cheap hardware store version of the repair as it was about 10% of the saab priced clip even w/discount ;-)
