Power seatback will not move-possible causes?

The seatback on the driver's seat or my son's 2000 9-5 will not tilt foreward or backward, even though the seat bottom will move back and forth on its tracks. When you move the seatback tilt control knob it makes no sound at all.
So, esteemed Saab-o-philes, any ideas as to the possible causes and what I need to look into to remedy this problem? Are there control relays under the seat that possibly may have gone bad? Control switch problems? Seatback motor problems? Any insights to this issue will be most appreciated folks.
