As others said, check your headlamp alignment. The quickie way is to check them against a building, and on a flat surface. The flat cutoff of the low beam should be no higher on the wall at 25' than the center of the headlamp is above the ground. The lamps should shine straight ahead, not cocked one way or another, nor wall-eyed or cross-eyed.
High beams will usually move up and a bit to the left (in a LHD car), though with Xenon's the cutoff just goes away.
A couple other factors:
1) some people still flash their high beams to ward oncoming drivers of radar patrols on the highway. (IME, most of them are flashing to tell me there is a cop watching THEIR lanes...)
2) Sometimes, people in the US still aren't used to the whole "DRL" thing, if you're getting flashed in the daytime, and use DRLs.
