Green as Ground is part of the National Electrical Code requirements for AC wiring in buildings. Black is "Hot" (sometimes Red also) and White is Neutral. These common knowledge color codes don't transfer into automotive wiring, or any DC wiring.
With the DC Negative Ground systems in our cars, Ground and (12V-) are equivalent. If your assumption is correct that the green wire is grounded, then the black wire must be 12V- or else you would have a grounded short at the connection block.
Check the wiring diagram in your WIS (mine is at home right now) to verify color codes and voltage polarity assignments. Having the voltages reversed could be the cause of the clicking/chatter and static problems you are experiencing.
