I'm sure it was just to make sure that if you did have the cornering light it would match your other side. If the OP doesn't have the cornering lights (which he/she doesn't) it's not a problem to put one in that does have a bulb there. In my '01 9-5 which did not have the cornering lights there was a spot in the housing where the bulb would be but it was covered. The plug for the FOG light is still the same.
