Son lost only key to car

My son has dnoe what I told to be sure not to do...lose the only working key to his 1999 9-5.
I have a spare blade cut to the car but it does not have the chip with it; it's just the lower portion of the key. I also have the banana remote for the car that is functioning. Is there a way to get a key working from that combo of parts? I can have my mechanic work magic with his TechII on it if required.
