put the lugs back on, and keep them backed of a turn or two.
Put the car back on the ground. Now rock the car laterally. This will usually loosen things up. All you need to do is break it loose a little. Once it starts it usually comes right off. This is better than the "never force anything, get a bigger hammer" approach. Too easy to accidentally damage something when you're wailing on it.
The 9-5 has a flange on the hub where the hub and wheel mate. It is supposed to be greased but that's not always done. Even when it is, I've seen the grease actually gum things up enough so that the wheel doesn't come off.
Once the wheel is off, use a wire brush to clean the area (one on a cordless drill works best). Clean the wheel, too. Then when you remount the wheel, put a skim of anti-seize compound or other grease on the mounting surface. Next time the wheels will come off very easily.
