Short of taking tin snips to the roof, no, you have to go in from under the headliner. (Have you ever seen a "permanent" Ham antenna that wasn't like this?) This doesn't necessarily mean you have to remove the headliner, however...

Wherever your OffStar equipment is. On a sedan, its under the parcel shelf, in a wagon, under one of the covers in the way back. If you've an early car (when they were still putting it in at the port...), location may differ slightly.

I'm pretty certain it is a 5/8" (or nearest metric equivalent) hole, so standard roof mounts should work fine.

Better to use the cable that comes with your Ham antenna mount. The wires from the shark fin are for GPS and the OffStar phone, so are likely incompatible with any Ham equipment, anyway.
