Draw-tite safe up to 3,500 lb and Saab/Draw-tite safety

Why do some say the Draw-tite hitch is inferior to the Saab hitch up to 3,500 lbs? Both mount to that reinforcing plate at the bottom of the spare tire well – the Saab one with four bolts, Draw-tite with two. Then the Saab one attaches to the bumper beam and reinforces the bumper beam to frame rail connection (I think). The Draw-tite attaches directly to the frame rails. I can’t see how the Saab one is any stronger in terms of towing capability?
How much does the Draw-tite affect the rear end safety of the 9-5? The Saab one looks like it is designed to allow the bumper and spare tire well to crush independent of the frame rails. The Draw-tite links the spare well and frame so they will crush together. In a minor impact I don’t see any different. In a more sever impact, I see no difference because the frame rails will be impacted anyway since they extent to the rear bumper. There could be a difference in an offset rear impact where load might shift through the Draw-tite to the other side of the car. I suppose one could argue the Draw-tite will not crush the same as the box frame so you may lose several inches of crush capability.
Am I missing anything?
How safe should I feel going up to the 1,800 kg UK tow limit using either the Saab US version or Draw-tite hitch?
Are you all using trailer brakes over 1,000 lbs? That seems very light to need trailer brakes.
