sounds like you need a new mechanic.

we will need a better description to help.

"intermittent starting issues" - does it crank and not start? turn the key and nothing? describe just what happens.

"mechanic diagnosed and replaced both DICs" - really? both failed? and was that after he replaced the fuel sensor (what is a fuel sensor?)

"all brake lights stay on"? did you check the brake light switch?

"CEL with TCS" - are you in limp home mode? try cruise control. if CEL+TCS+no cruise control then the likely cause is the TB. you will also notice some or all of:
- stumbling at low speed.
- irratic or slow (aka crappy) idle
- stalling at stop lights.

"SID" : it will report "check OK" not "check engine ok". the CEL is the check engine indicator, not the SID.

give us more details of the current problems and we can prob help you.
