I don't know that the 1999s were "lemons". All cars will have teething problems when first introduced. Far more important is how the manufacturer deals with them, and the customers.
A 10-year-old 9-5 has been pretty well sorted. Any of the items that might make it a "lemon" have long been put right, else it wouldn't have made it this far.
I just bought a 1999 built a year earlier than that one, with about double the miles, and it seems to be just fine. The LPT and Auto are both working well, and there is a long service history on the car. It may not be flawless on the outside, but I can't complain for the price I paid.
(PS: $3,200 for that car with those miles is a good deal. NADA values the one I bought with 149k at $3,800, and it isn't an SE...)
