I had same problem on my 2002 Saab 9-5 Aero - phantom brake light failure message on SID.
Tried new bulbs, new high mount brake light assembly & checked wire harnesses in trunk etc.to no avail.
The TWICE unit monitors brake light circuits and is designed to detect very small change in resistance or corresponding current - the high mount assembly has 5 lamps in parallel yielding total circuit resistance of only ~10 Ohms. If one bulb fails, resistance is raised to only about 12 ohms (2 ohm delta). Over time the circuit may build up increased resistance by this amount causing the problem. So lowering the circuit resistance may solve the problem. At least that's my theory.
I replaced 2 of the 5 high mount bulbs (CEC 194 which are 3.8W I believe) with 5W bulbs (higher power = lower resistance) and problem was solved - supporting above theory. The TWICE unit has three lines which it monitors - one for high mount, one for rear left and one for rear right brake lights.
