Have they done the whole Tech 2 process?
New keys and remotes have to be registered to the car via a Tech 2 process on the TWICE module.
Note: ALL KEYS AND REMOTES that you want to work with the car must be present when this is done. Any key not present will no longer operate the car.
At least, all that applies to the 1998-2005 9-5s. I'm pretty sure it still applies to the late ones also.
If they have done that, then the only thing I can tell you is to insist that they get the regional service manager to look at it. THEY should know what to do, if the local doesn't.
I'm actually surprised the new key would start the car it the Tech 2 hasn't been done. Unless one of your "old" keys was right next to the "new" key, in which case, it is possible that TWICE read the transponder code from the "OLD" key and let the new key start the car...
