My 99 doesn't have it (but that's just a missing bulb, I think), and my 2002 only had one, though I swear I looked for the "cut" piece and didn't find it. It had both bulbs installed.
Far as I know it's been an ECE rule for only one rear fog going back to the middle 1990s. The 9000s actually had two different rear decor panels for the CS 5 doors because of this. One put the rear fog on the left, the other on the right. The backup light was positioned in the opposite side.
But since then, the NG900, OG9-3 & 9-5 solved the problem by removing bulbs or cutting leads.
Rear fogs have gone from both on 1977-99s & 1980-Classic 900s to singles from the 1992/3 time frame.
The thing I wish they you could do is use them as extra brake lights as they did on the Classic 900s.
