Besides what writer John has said below,you are missing another important point. It is just not that easy to take a part that affects regulatory compliance like CAFE or emmisions standards and decide you want to start selling it. Something that an owner might decide to do is one thing, but for a manufacturer to do it is a whole other level of committment and decision making.
You should also remember that the ultra performance level that these components represent is not indicative of what the overall market is looking for, and that people who lease rarely add accessories to their cars. Adding horsepower like this to a front wheel drive platform is questionable even to those who would like to have it,so I can understand why they might be scratching their heads on this one. Supporting the modified product in the field is another issue they might be dealing with. Stocking spare parts to support the hot rodded efforts of a few individuals,not to mention the fact that all dealer personel would have to be trained in the new engine specs is but another issue.
this does not mean it can not happen, but I for one can inderstand why Saab would want to make sure this makes good business sense(RE: Will it pay off)!
