It's not the turbo, that's for sure. The only time the turbo would do this is if the impeller or turbine were crashing into the housing. For this to happen there would be so much slop in the bearings and shaft that you'd be burning oil like crazy and have lots of blue smoke coming from your tail pipe. The boost gauge is kind of tricky, it's not actually telling you much about the turbo... It just calculates engine load based on a readout from the MAF, which comes before the turbo.
It actually could still be the transmission slipping... If all of a sudden it slips and the engine's load is decreased, it'll rev up a bit and the boost gauge will move. Check your fluid level, color, and smell. It should be pink and smell like waxy crayons. If it's brown or black and/or smells burnt, change it ASAP.
You could also have a small vacuum leak. Or a DI cassette on the way out, or a throttle body failing. Check the transmission first, otherwise you're probably going to have to wait for it to get worse and throw a code before you know exactly what it is, which could be risky. If you wanted to pay a Saab specialist to diagnose it they probably could by taking it for a long ride with the Tech-II hooked up to monitor various sensor outputs and stuff. Good luck!
