Do you have 30 psi on the low pressure side when the compressor is running? Is the compressor running? If you have 30 psi on both the high and low side with the car off then you don't have enough refrigerant add refrigerant to the low side till 30 - 35 psi while compressor is running. Compressor won't run on low refrigerant as that helps cool the compressor. If you add too much refrigerant compressor will short cycle if that's the case release some refrigerant from high side. Always remember to add 134A with can upside down as it is a mix. If pressures check out ok approx. 150 - 175 psi with car off about 5 minutes then power to compressor may be problem I believe yellow wire may be easier find from under car.
