Can intermittent wipers be turned off completely?

My intermittent wiper function doesnt work and the wipers do not sweep when the wash is activated. However, the slow and fast continuous wiping is working. The car came this way when I bought it six months ago. It is a 2002 9-5 Aero with 79,600 miles.

I thought the switch was defective so I bought a used switch and swapped it last night and there was no change in the behavior. I checked the Owner's Manual and the Haynes Repair Manual and both mention that the DICE handles the wiper delay in Intermittent operation and it can be reprogammed. Anybody know if it can be turned off completely like mine is? I am going to take the car in to have a Tech 2 session to program two extra keys and will ask them to look at turning on the Intermittent at the same time, if it has indeed been turned off.

2002 9-5 Aero Automatic, Current miles: 79,600 - bought in March 2009 with 76,000 miles

1997 9000 Aero Manual, 192,000 - bought in August 2003 with 110,000 miles. Still going strong, son drives it at college.

1991 9000 CD Turbo Auto 172,000 - bought in August 1994 with 62,000 miles. Sold in 2003 to salvage because head gasket was leaking and ball joint broke (due to my neglect) and damaged passenger side.
