30-40K sounds normal in NYC

Are you sure that the 17K brake job was needed? That sounds like a rip-off. My brakes used to last around 30K in NY. I am an aggressive driver. Out here in LA, my front pads went at ~40K, and I have yet to do the rears. Uneven wear (inside vs. out) is not unusual. Dragging at one spot is also not unusual. If the rotors are warped, you should feel pulsing in the pedal. Above comments assume that everthing is moving freely and not rusted up.
I think that I had to use a torx driver on the fronts, but the Haynes manual shows an Allen driver for the year. I bought Akebono pads from Autopartswarehouse.com. I understand that is the OEM pad.
Fronts were a relatively easy job.
Good luck!
