This is probably the reason the owner is selling the car with 116K mies. Replacing the timing belt AND tensioner may be a $1,000 service bill. Plus you will need to have all the other 60K Major Service Interval items done. Assuming the current owner hasn't had this work done recently.
I would call a Dealer or Saab specialist independent mechanic to inquire as to their cost of performing this work, then add that to the purchase price. If you are still interested in the car, then schedule the overall inspection.
Motor mounts are relatively easy to D-I-Y replace. The 60K work (excluding timing belt and tensioner) is also easy to D-I-Y, it just requires most of a day to complete.
