MA. emmissions obd2 communication issue - no voltage

I went in for the Mass. safety/emmissions inspection Saturday and my 2001 Aero could not communicate with the shops system wich also hooks up to the states system. Coincidently the same thing happened last year but I had found a few days later last year the state's system had problems on that particular day last year so I went back to the inspection station a few days later and it worked. I was wondering if it was the same situation this year. I called the state and theysaid the system was not down. They asked me for my registration number and were able to determine that thier system did indicate what to check. Now I have to bring it to a state authorized emmissions repair shop. The person i talked to and the Registry of Motor vehicles said to have the shop check pin 16 for voltage and also check pins 4 and 5 which are the grounds for pin 16. Has anyone ever ran across a situation like this? By the way when I was there I had the guy at the shop hook a scan tool to the connection like to read fault codes and it was able to communicate no problem.
