They DO go bad. After replacing what were probably the original ones (about 6 years old) in my 2002 Arc, the improved light was amazing. After doing that, I had resolved to change them every 2-3 years, regardless of whether I thought the "needed" to be changed or not. The various salts used inside the arc capsule get deposited on the inside of the capsule over time, and dim the light. It's a slow, gradual process, unlike halogens, which tend to have a very brief and shallow dip in output when new (almost imperceptible), a life at pretty much the same output, then complete failure when the filament breaks.
