Clockspring, steering wheel switches, SID.
The "clockspring" is the device that lets you have all that electrical stuff on the steering wheel, and still turn it.
The wheel switches and horn work off the same contact, the airbag a different set. The switches each have a resistor connected to them, the horn does not. The signal goes to the SID. When you push on a switch, SID reads the voltage on the line. If it's 12 volts, the horn sounds, if it's a lesser voltage, SID works out which it is, and sends a message on the I-bus to the radio.
I'd have thought that horn trumps switch, but perhaps not, or the problem is in the Clockspring or the SID. Likely not the SID (always check the wear items first!),
I don't have WIS handy, else I'd add more instruction!
