I've suffered from blinking and flickering at idle and over potholes. I too was ready to order bulbs but it turned out to be a ground problem.
Trace the ground going from the battery to the front of the transmission (slightly right of center, pretty deep, right past the fan at the front of the car) the grounding loop/ring snapped off and my ground cable was just hanging loose against the casing. At idle, when the car vibrated the ground cable would bounce off the casing and lose connection causing the lights to flicker.
Still even after I've fixed the above problem, sometimes when I close my hood one of the lights will still go off for a fraction of a second; so there may be more to it. However, flickering at idle (this fluorescent bulb flicker at startup) was resolved after properly grounding the wire.
