I tried 3 different 82 degree thermostats, trying to get one that would hold the temperature at 82 degrees around town in < -10 degree C weather. You had to drive 45+ MPH for several miles before the temp would get to 80 - 82 degrees C. Testing indicated the thermostats start to crack open about 5 degrees below their rated temperature. These things take about 5 to 10 degrees C to go from just starting to open to fully open. Also they do not react instantly, their response time is measured in seconds.
The engine temperature will tend to oscillate in colder weather. The thermostat is at one end of the engine, and the cold water comes in at the other end. At lower engine speeds it takes some time for the cold water to reach the thermostat and thermostat to react.
