SAI = Secondary Air Injection. It's a stupid little electric pump that runs for about 30 seconds when you start the car cold. It blows ambient air into the exhaust manifolds and the computer makes the engine run very rich so the unburnt fuel entering the manifolds burns with the extra air to warm up the catalyst faster. Each engine bank has a one-way valve on it to prevent exhaust gases from traveling back to the SAI pump. These valves fail and allow exhaust to get into the SAI pump. Exhaust has a lot of moisture in it, and this moisture gets into the electric motor and freezes when it's cold out. So you're going to be looking at replacing both of those valves and the electric pump. I bought the valves online (about $60 each) and a used pump from Elite Foreign Auto in California for $75.
Mine failed in the middle of the summer. The only reason I knew was because it was on the same fuse as my A/C blower motor!! And it was WARM out. I took it apart and as Joseph mentioned found that it had sucked in its own filter. I drove around with the CEL for a while with no trouble.
