What happens as the Xenon Arc capsules are used, is that the ionized salts (halides) that are in the capsule deposit on the inside of the arc capsule, progressively adding to the deposits. Over time, the arc capsule will look white, and this decreases the light output tremendously.
When I replaced mine in my dearly departed 2002 Arc sedan, it was literally like night and day. Had that car survived, I'd promised myself to change them every 2-3 years, regardless of whether I "thought" they needed it or not.
As for your DRLs, what I'd suggest is:
a) check, and replace, if necessary, the little "globe" bulbs inside your headlight cluster.
b) have the DRLs switched to the European mode (Mode 2, IIRC), which will have your parking lights - including the globe lights - as your DRLs. Your main headlights will work on the switch as normal. If the switch is in the leftmost position, and the car is on, you'll have the parking lights as DRLs, and flash-to-pass. In the center position, you'll have parking lights, whether the car is on or not, and flash-to-pass. Then in the right most position, you'll have parking lights, low bean headlights, and high beams that lock on. Unfortunately, this requires a Tech 2 to program.
