rear shock removal problem

I hit a pothole recently that was felt very hard on one of the rear shocks. A week later when I jumped in the car there was a lot of banging in the rear. upon inspection the right rear upper shock mount was rusty and torn apart. New shock mount needed. I removed the shock and torn up mount. I tried PB Blaster and a vise grips on the top of the shock rod and used on affset wrench to try and get the nut loose but I snapped off the flat part of the top of the shock rod. Dilema..... The rear shocks were due for replacement so I just extended the shock and cut the shaft just under the dome shaped washer that is under the housing thinking the washer and the rubber on top of it, plus the remains of the housing and rubber above that would just slide off the shaft. Well nothing will slide off the shaft at all. Should they? Is there a metal sleeve in there that may be corroded or bent that is preventing the parts to slide off?
