If it looks like chocolate milk and quacks like chocolate milk it's probably engine oil. I had a customer who needed 5 oil coolers under warranty on a 95 900 with the same oil cooler configuration.
Coolant can move in to the oil when the engine is off. That is the time when coolant pressure exceeds oil pressure.
GM did eventually beef up the coolers once they found the problem in Cadillac Cateras.
I have never seen a head gasket failure on your engine. Take it for what it's worth. I don't like to talk prices. Different regions of the country have widely varying labor rates. Change the cooler and change the oil. BTW the valve covers do not come off to change the cooler. No overlap.
