Fog light troubleshooting

It seems these things are more trouble than they are worth, but they are needed for PA state inspection
I had a busted fog light lens on my 2003 Aero. I bought a replacement unit on ebay, and a new H1 bulb at a local autoparts store.
I completed the install, now there are no working fog lights in the car.
I've tried:
1. Switching the new bulb in both sides (i've tested for current at the lights - NONE)
2. Checked fuse on side of dash - fine, current on both sides
3. Checked fuse in fusebox under hood (mini 15) - fine, current on both sides
4. Switched fog light relay in the underhood relay box with the identical one next to it - Nothing
5. Tried all combinations of switch and button pressing on the dash (this was a real last ditch effort)
Does anyone have any suggestions here? Is there a wiring diagram for the fog lights?
FWIW, the rear fog light doesn't work either. Strangely, the SID unit does not complain about the rear light failure, only the fronts.
