If he has lost the ONLY key, then replacing he TWICE and the key is the only solution.
TWICE needs to see a recognized key before it will start the programming process.
The real "key" to the car is a small transponder chip inside the key. When you insert the key, a circuit activates the antenna that surrounds the key slot. This antenna powers the transponder, and TWICE reads the code the transponder sends. If it doesn't get an answer it likes, it will not start the car, and you won't be able to program new keys.
All 9-5 owners should have at least one spare key, programmed to the car, kept in a safe place.
