The G/F hit a hard snow pile. Front bumper damage.

I have a 2004 9-5 aero. My girlfriend turned wide into our driveway and creamed the only pile of hard snow out there. After I was done picking ice out of the lower grill for 30 minutes, I notice the paint all along the bottom lip is cracked and flaking off. Luckily, the fog light is fine, and no plastic is cracked.
I knew when I bought the car that the front skin was painted due to minor damage.
Now the whole front skin has excessive movement when I pull it up and down. I don't know much about body panels, but my understanding is that there are plastic clips that hold it on, and if they are broken there's not much I can do other than replace the bumper.
Question 1.
Can a bumper skin be taken off and re-attached firmly once it's been "snow-banked"?
Question 2
Is this a good opportunity to get the hirch front bumper and never let her drive it again?
