The line to the white elbow does not have to be cut when the fuel pump is replaced. Gently push aside the tab that holds the elbow in the housing. Then pull up evenly on the elbow. There are two o-rings on the elbow body that seal the joint in the housing.
Two problems arise. The first is that the tab that holds the elbow in the housing has a tendency to break off the housing. When that happens, you have to order a repair hold down clamp that is a U-shaped piece of metal with wings. The other thing that happens is that the elbow gets stuck in the housing, and while trying to pull or pry it out, the white plastic snaps. That is when you have to buy a new valve and monkey with getting the plastic tubing jammed on to the end of the fitting. To avoid breakage of the valve when removing, squirt some penetrating oil at the joint interface, and rotate the valve slightly to get the o-rings loose in the housing. Pull up evenly and don't apply any sideways force to the valve.
