I can answer your upper idler pulley question. The bolt on the pulley goes through the bracket a protrudes into the hole that allows you to access the tensioner. You have to remove the idler bolt to get the 27mm socket down the hole. Perhaps you could just loosen it a bit, but you wouldn't want to do that without removing the belt, so you might as well go all the way. Remove the center bolt and spring on the tensioner before you remove the tensioner, otherwise the arm will extend all the way out and you won't get your reading.
