Cooling system cabin heat exchanger

I have a '03 9-5 Aero. I am fighting a cold air distribution problem (cold air on passenger side, warm air on drivers side) I've had since I replaced several broken parts in the cabin that control air distribution. I have troubleshot all day and have a few questions I hope someone can answer:
1) Should there be coolant going to the cabin heat exchanger (heater core) even when the ACC is set to A/C and all the way to low? The heat exchanger and both lines going to it are hot all the time.
2) If not, where is the coolant shutoff valve located? We assumed it was the coolant bypass valve located on the firewall in the engine compartment, but are not sure. We used a vacuum tester on the shutoff valve to cycle the valve, but with vacuum and without, there is still hot coolant going to the heat exchanger when the enigine is running.
Unfortunately, the WIS only shows a simple drawing of the system and doesn't really go in to detail that I could find. Any assistance is greatly appreciated.
