The first turbo gauge on the 9-5 came on the 9-5 Aero, even though no 9-5 has ever left Trollhättan without one.
Before the Aero, with its 230 HP, the original 4 cyl (170HP) and the 6 cyl (200HP) - which are considered "low-pressure" turbocharged engines - did not have the turbo gauge. They don't develop as much boost as a "full pressure" turbo does, so Saab omitted the turbo gauge.
But in 2001, Saab dropped the 170hp "LPT" engine in favor of a 185 HP "standard" engine. Also in 2001, the turbo gauge became standard with all motors.
Unfortunately, you can't just drop in a later MIU (Main Instrument Unit) and get a turbo gauge. You'd need to match up all the right components, as the MIU gets the boost from the Trionic over the data bus, and whether an early trionic will listen to the MIU requesting that is a good question.
