Coolant Bypass Valve operation question (long)

Does anybody know exactly how the coolant bypass valve is supposed to operate? Let me explain: I ordered a new one, because while troubleshooting an A/C problem, I noticed the heater core in the car was hot, even when the ACC was on A/C and LO. I pulled the original bypass valve and noticed when it was sitting there (no vacuum) that the bottom outlet was shut off, the top was in free flow. I created a vacuum on the valve, and both outlets were now open and free flowing. AhA! I thought the valve was faulty and instead of rerouting coolant back to the radiator it was letting it into the heater core. I ordered the new valve (from eEuroparts of course), but when it got here it operated exactly the same. NOTE: I bypassed the bypass valve and rerouted coolant directly back to the radiator and now have a great cooling A/C system, but no heater (I live in Phoenix so this is not a problem right now). Anybody have an old bypass valve sitting around that they could test and tell me what happens?
