I have a feeling this is one of the items up there together with the A/C chilled glove compartment where someone thought it would be a really good idea.
Or maybe it is a cover up for the failing or weak blend door scenario on the 9-5 so that the A/C at least will work somewhat when in full blast.
Keep in mind that Scandinavia cars doesn't have the bypass valve setup and many cars there nowadays still have working A/C.
Also, the 9-3 model doesn't have the bypass valve and the A/C works pretty good in those as well, at least here in Los Angeles.
You can remove hoses, valve and electric solenoid and use the regular bypass hoses (which looks very much like the 900/9-3 heater hoses but not quite the same sizes) but you will get a fault code in the ACC panel because the solenoid is removed. Or you can leave the solenoid plugged and tiewrapped to something.
