Some penetrating oil down into the very places the water would've gone with the key not in there is the first place to start. Might take a while to begin to work, with no guarantees.
Now, if the 95 is at all like my 9000 was, there's a flexible joint in the gearshift mechanism accessible from underneath just ahead of the firewall that can be disconnected and you can then shift the car into neutral to get it safely onto the dolly.
Don't be surprised if the parking brake is also frozen on.
