from you description, it sounds like a fuel issue. I know when we get ones towed in for crank with no start and we suspect a fuel pump, we will bang on the bottom of the tank with a plastic mallat when someone is cranking and if it was a faulty pump, 9 times out of 10 it will start. maybe you sloshing the fuel around by rocking the car got the pump working again? next time it happens, lift up the left rear seat cushion and listen for the fuel pump when you first turn the ignition on. Pump should run for a few seconds.
Also some cars had problems with loose fuel tank baffles messing up the fuel level sensor and people runnig out of gas even though there guage showed they were not on empty. 1999 didn't come with a baffle, but some were added under warranty when customers complained about fuel slosh noise and if the tank was ever replaced, the newer tanks all had baffles.
maybe rocking the car got some of the remaining fuel into the fuel pump container?
