Question about AC and coolant bypass valve

I've been trying to diagnose a 2002 9-5 Aero with poor AC performance. Refrigerant has been refilled professionally and pressures are spot on but I still get weak cooling (~65F at the vents). I replaced the cabin filter and vacuumed all the junk out of the ventilation intake. I did notice, however, that the metal lines to the heat exchanger got hot while the AC was running on a 66F setting. Should this be happening if the coolant bypass valve is working properly? I replace the valve last year when it sprung a leak but didn't replace the vacuum line to the solenoid. ACC diagnostic gives codes 08 and 13 if calibrating from the dash vent position. Calibrating from defrost gives code 08 or no code. I'll be checking the mixing and distribution flaps this weekend.
Basically, should I expect cold pipes to the heat exchanger if the coolant bypass is working properly.
