Code P1549 and flashing CEL

John, I switched the bottom two hoses so the boost hose went to the wastegate via the BCV. The car seemed to hesitate less and the boost needle went just to the edge of the yellow. When I reversed the hoses (so they are hooked up correctly), the car boosted into the red about a quarter of the way but the CEL flashed on and off: eased the car along, CEL stopped flashing. I tried the other two BCV that I have with the same result. I realize that unhooking the wastegate hose will result in uncontrolled boost but wanted to make sure the turbo was operating correctly and as soon as I saw the boost needle hit red I backed off instantly. A few weeks ago I switched the wastegate actuator from my donor car and shortened the rod by one full turn. I don't know if this delays the opening of the wastegate or could cause the CEL to flash but I drove this way for a few weeks w/o the CEL coming on. I'm not sure where to look from here. Dave F.
